Memorial Conference in Kobe 2015

This resolution was adopted based on the discussions at the Memorial Conference in Kobe 2015 (20-21 January 2015) in order to understand, transmit, and utilize the lessons from the Kobe Earthquake and other disasters.

The resolution contains twelve declarative statements aimed at achieving a resilient society. The statements regard (i) land management and related social infrastructure factors; (ii) reliable transportation networks with built-in redundancy; (iii) enhancement of seismic performance of buildings; (iv) development of techniques of assessment of safe use post-earthquake; (v) improvement of emergency information management systems; (vi) effective use of real-time mass information; (vii) encouragement of disaster risk reduction (DRR) activities with added value; (viii) establishment of DRR institutions; (ix) interactive cooperation in business continuity planning; (x) promotion of disaster agreements among municipalities and enterprises for economic damage reduction, and of a public evaluation system for cooperative enterprises; (xi) definition of roles and functions in urban and regional planning in recovery processes, including public involvement; (xii) pre-disaster recovery planning.
