An emergency management framework for Canada - second edition

A framework guiding and strengthening the way governments work together to protect the safety and security of all Canadians. It considers the four interdependent components of emergency management: (i) prevention and mitigation; (ii) preparedness; (iii) response; and (iv) recovery. It then describes the principles of emergency management, the governance mechanisms, the coordination instruments; and looks ahead to a way forward in the field of emergency management. It also contains a glossary.

The framework establishes a common approach for the various federal, provincial and territorial (FPT) emergency management initiatives. It aims to enable consolidation of FPT collaborative work and ensure more coherent, complementary actions among the different FPT governmental initiatives.
