For Salvano Briceno, director of the United Nations' International Strategy for Disaster Reduction (UNISDR), "the reason money goes to the response is because it gives great visibility to political leaders. It's what we call the CNN syndrome. No better time to advertise your works than when a disaster happens. And you have assured spots on TV. But you don't have it when you build schools, when you built hospitals."
