According to VietnamNet, faults in urban planning and lack of suficient drainage are to blame for Ho Chi Minh City's flooding after heavy rains, and not necessarily climate change.

“Many of Hanoi’s lakes have been filled in for real estate projects, which has resulted in flooding after heavy rain. This is due to human interference, it’s not a natural occurrence,” stated Dr. Bach Tan Sinh from the Ministry of Science and Technology’s National Institute for Science and Technology Policy and Strategy Studies
