Japan: Disaster reconstruction should revitalize nation

Yomiuri Shimbun reports that the Reconstruction Design Council have compiled a set of proposals on rebuilding the areas devastated by the March 11 earthquake and tsunami that incorporate requests from municipalities with a new approach to building local communities, based on the principles of disaster reduction.
