Job description

Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context


The project “Making Aceh Safer Through Disaster Risk Reduction in Development” (DRR-A) is a joint Government of Indonesia – UNDP project, prepared to support Aceh’s Provincial & District governments in their efforts of reducing disaster risk in the area. DRR – A is designed to make disaster risk reduction a normal part of the local level development process, established in core functions of Aceh’s local government and their public and private partners especially in Aceh’s local communities where the most effective and direct actions can be taken to reduce physical, economic, and social vulnerability to disasters.

The project is aimed to produce four key outputs:


- Output 1: Institutional arrangement and enabling environment established to facilitate participatory and concerted implementation of DRR measures

- Output 2: Demonstration of gender sensitive projects implemented in selected locations to test and improve measures for reducing risk from natural disasters

- Output 3: TDMRC-UNSYIAH strengthened to provide science-based DRR technical information, DRR services, DRR knowledge support and assistance to the local government and other DRR proponents in implementing their DRR activities.

- Output 4: DRR public awareness programmes implemented to promote a gender sensitive “Culture of Safety” among the people and institutions of Aceh

This project will be implemented by the Provincial Government of Nanggroe Aceh Darussalam (NAD) with the oversight of the National Government

The incumbent, reporting directly to the National Project Manager (NPM) will be one of two Project Coordinators responsible for managing the overall implementation of Output 3 of the DRR-A project. Under the direction of his/her direct supervisor and in close coordination/collaboration with the other Output 3 Project Coordinator, the incumbent is expected to establish and maintain direct, daily working relationships with TDMRC, government partners and other organizations identified under the project that will be receiving DRR technical support to ensure proper planning, technical/scientific preparation, implementation and monitoring of activities.

The incumbent is also expected to coordinate teams of individual and institutional DRR technical experts who will support both the direct preparation of DRR hazard risk analysis, risk assessments, and general DRR technical support required by the NAD Provincial Government and indirectly, through this preparation process, support the technical capacity building of TDMRC and its staff to produce DRR technical products indicated in the DRR-A project document. The incumbent will also directly supervise support personnel under her/his respective component in producing the project output and implementing activities as indicated in the project document.

II. Functions / Key Results Expected
Planning and Implementation

1. Responsible for the design, planning and implementation of DRR technical assistance and support activities to be provided through TDMRC to meet the needs of the various local government agencies of NAD to achieve DRR-A project development objectives as described in the project document which among other things are aimed to support:

Provision by TDMRC-UNSYIAH with support from its technical capacity building partners of DRR technical assistance to NAD local and provincial government agencies to meet the needs of the DRR-A project for DRR technical support through establishment of a Disaster Risk Information Management Information System (DRMIS), preparation of hazard risk analysis and maps, preparation of multi-hazard disaster risk assessments and maps, design application of disaster risk assessment methodologies, provision of disaster risk assessments of critical facilities and lifeline infrastructure, and general DRR technical support required by the NAD Provincial Government and local government agencies;

Provision by TDMRC-UNSYIAH with support from its technical capacity building partners of DRR training and capacity building services for government officials and legislative members by designing and conducting short courses and/or academic courses

2. Promote overall project strategy, objectives and activities to the stakeholders and partner especially for output 3 of the project

3. Support the strategic development of the project through identification of project opportunities, risks and contribute to the refinement and reformulation of planned project outputs and activities, where necessary.

5. Prepare Terms of Reference (ToR), Letter of Agreements and other documents for required inputs (institutional consultancy services, individual consultancy services, responsible parties, procurement of goods, organization of training, seminars, etc.), and providing expert technical support as required.

6. Consolidate and synchronize proposals of project beneficiaries with project annual work plan and targets, providing advice on the appropriateness as well as timeliness of these proposals according to established targets and timeframes.

7. Follow-up and ensure that required inputs are processed in a timely and transparent manner.

8. Review project resource requirements and provide advice to the National Project Manager on the need for budget adjustments and revision.

9. Develop and maintain existing networking and partnerships with project stakeholders and partners.

10. Ensure that relevant project outputs, best practices and lessons learned are captured and disseminated, complying with the quality requirements of the implementing agency, UNDP and other donors.

11. Perform any other tasks assigned to him/her by supervisor.

Monitoring and Evaluation

- Monitor and evaluate activities implemented by partners using CPRU-UNDP Monitoring Requirement Guidelines as the main reference

- Liaise with the Implementing Agency and UNDP on the conducting of project evaluation

Reporting


Prepare progress reports (quarterly and annual/financial and substantive) for his/her specific outputs against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets, and inputs provided by the project. The written reports will be produced using CPRU-UNDP Monitoring Requirement Guidelines as the main reference.

III. Impact of Results

Provision of needed DRR technical assistance to NAD local and provincial government agencies, communities and other DRR proponents to meet the needs of the DRR-A project for DRR technical support through initial Disaster Risk Information Management Information System (DRMIS) and standards established as identified by the DRR-A project and in coordination with national DRMIS initiatives.

DRR technical support identified by the DRR-A project as required by NAD local and provincial government agencies and communities produced and used to identify NAD government and community disaster risk reduction initiatives.

Documented lessons learnt on DRR practices in Aceh replicated, updated and when possible up-scaled in other provinces.

Monitoring and Evaluation


- Monitor and evaluate activities implemented by partners using CPRU-UNDP Monitoring Requirement Guidelines as the main reference
- Liaise with the Implementing Agency and UNDP on the conducting of project evaluation

- Solid knowledge of hazard risk analysis and map development processes, disaster risk assessment and mapping processes and experience in translating this process into GIS and CAD based maps, electronic documents and openly available web-based DRR information.

- Ability to manage DRR technical, engineering and scientific advisory groups and teams consisting of senior scientists, consultants, academicians and DRR institutional experts to transfer their knowledge and skills to TDMRC and its implementation staff.

- Excellent written communications skills in Indonesian and English, with analytical capacity and ability to synthesize project issues.

- Maturity and confidence in dealing with university professors and scientists, senior and high-ranking members of national and local institutions, government and non-government.

- Strong project management skills with experience in results based management and results oriented approach.
Ability to share knowledge and experience, good interpersonal skill, a good team player, possess leadership and self-management.

- Demonstrated knowledge and experience in project financial management.

- Competent in leading project financial management and ensuring all parties are well informed regarding financial matters, focuses on result for the client and responds positively to feedback.

- Consistently approaches work with energy and a positive, constructive attitude, always in control even under pressure.

V. Recruitment Qualifications

Education:

- Master’s Degree or equivalent in Civil Engineering, Architecture, Geology, Urban and Environmental Planning, Spatial Planning, Public Administration, Social Science or a related field.

Experience:

- Evidence of at least 2 (two) years of relevant experience at the national and provincial levels in development.

Language Requirements:

- Proficiency in English language, spoken and written is essential. Capable to write reports, make presentation, provide training and facilitate/chair meeting, etc.
- Native speaker of Indonesian and understanding of Acehnese is an advantage.

Other Requirements:

- Demonstrated knowledge and experience in development projects and project management.
- Familiarity with national and provincial planning system and public administration is preferable
- Familiarity of UN systems and/or the UNDP system, rules and procedures is not a requirement but will be an advantage.
- Familiarity with Government and University Research Centre systems, rules and procedures is essential.
- Experience in working with government agencies (central and local), University Professors, Scientist, civil society organizations, and international organizations is an asset.
- Experience in the usage of computers and office software packages and in handling of web-based management system.

Contract type

Service contract, 6 months.
