The MNA Region aims to serve its partner countries through its country teams working on the basis of priorities established in the CAS process. MNSSD comprises approximately 115 staff, grouped in country and thematic cluster teams encompassing energy, transport, water, agricultureand rural development, social development and environment sectors. The department has a current portfolio of about 80 projects with a lending volume of approximately $5 billion, and a number of strategic ESW products.

The position advertised is for an outstanding water and sanitation specialist who supports the various water supply and sanitation (WSS) initiatives currently under implementation in the region, with emphasis on sanitation, water quality management (particularly in coastal areas), and familiarity with operationalizing targeted programs for the poor (such as output based approaches for increasing access to basic WSS services) in the MNA Region. . (S)he will be a member of the Water Unit of MNSSD – participating in teams that also include specialists in the related areas of irrigation, drainage and water resources management. These teams develop appropriate interventions through continued engagement with client country counterparts, and within the context of policy and strategic issues facing MNA countries (water scarcity, groundwater depletion, water quality deterioration, flooding).


  • Under the general supervision of the Sector Manager, the incumbent serves as Senior WSS specialist for the MNA region, working on:
  • Water supply and sanitation policy and lending work. In this capacity he will coordinate and carry out (as either Task Team Leader or as a team member) preparation (identification, preparation, appraisal, negotiations) and supervision of large complex lending operations and sector studies, and provides advice to other task teams in preparation and supervision of lending operations and sector studies related to the WSS subsectors, focusing in particular, the interface with river basin management and water-related environmental preservation and enhancement;
  • Participates in teams advising member governments and agencies in resolving WSS technical, institutional and program implementation issues that arise during project preparation and implementation;
  • Participates in Bank teams that undertake ESW work in the areas of WSS, water resources management and irrigation and drainage strategy and policy formulation with client country counterparts;
  • Produces reports; generates "think pieces" and "best practices" papers, as and when appropriate;
  • Participates and plays a coordinating role in cross-sector and network knowledge management activities.

Selection criteria

The incumbent should demonstrate competence in conceptualizing and promoting better ways to develop and manage WSS services in client countries in an economically efficient, environmentally sustainable, and equitable manner. The selection criteria includes:

  • Advanced degree in a WSS or environmental engineering-related field;
  • At least 8 years of professional work experience, and state-of-the-art knowledge in water supply sanitation, environmental engineering and fields related to water resources management;
  • Demonstrated professional leadership in WSS development and management;
  • Good understanding of Bank operations procedures, policies and practices related to WSS, and project/program/sector work preparation and supervision; leadership ability in all phases of the project cycle;
  • Strong client focus, negotiating skills and cultural sensitivity;
  • Fluency required in English and Arabic would be of help.
