Delegate, Senior Disaster Risk Reduction

The American Red Cross (ARC) International Services Department seeks an experienced and innovative Senior Disaster Risk Reduction Delegate (Snr DRR Delegate) to lead and oversee the disaster risk reduction (DRR) activities of the Haiti Assistance Program (HAP) recovery programs. Following the January 12 earthquake in Haiti, the ARC is scaling up its DRR activities for building stronger and more resilient communities in Haiti – through an integrated programming approach that enhances the mutual impact of multi-sectoral work in health, water and sanitation, livelihoods and housing.
The Snr DRR Delegate will have a variety of leadership and technical responsibilities related primarily to the following recovery programs in both urban and rural settings:
•‘Integrated Neighborhood Reconstruction and Recovery Program-LAMIKA’ which aims to enhance community and household resiliency while providing safer, healthier and more secure living conditions in the earthquake affected urban area, Carrefour-Feuilles, Port au Prince.
•‘North Community Based Integrated Program –NCBIP’ with aim at increasing community resilience, building stronger communities and reducing exposure to external shocks in mostly rural targeted communities.
In Haiti, the ARC works closely with the Haitian Red Cross (HRC) and other relevant stakeholders. The position will report to the Deputy Country Representative.
This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied post.
The Snr DRR Delegate will provide leadership and oversight of the ARC’s disaster preparedness pro-grams in Haiti. This includes supervision of national and international staff and the provision of tech-nical support and capacity building to DRR and Haitian Red Cross staff. S/he will be expected to use a high degree of initiative and contribute to achieving strategic and programmatic objectives relating to disaster preparedness.
The Snr DRR Delegate‘s responsibilities include but are not limited to:
•Ensuring effective implementation of DRR activities according to approved plans and budgets, regulations and policies, including activities implemented by Red Cross and non-Red Cross partners.
•Responsible for analyzing disaster response mechanisms and operational procedures and practices, ensuring ARC interventions reflect and inform DRR best practices.
•Design, prepare and lead any emergency response whether it be standalone, in coordination with the HRC, IFRC or other partners if required.
•Ensuring effective day to day functions of DRR activities and manage team of DRR staff.
•Provide high quality technical support and capacity building to programs DRR staff and partner staff in project design and implementation.
•Support Haitian Red Cross and other partners to implement technical training.
•Strengthening of community based early warning and early action systems in Haiti in close coordination with HRC, IFRC, governmental agencies and other relevant stake-holders.
•Provide effective financial oversight and oversee preparation of accurate and timely re-ports.
•Contribute to strengthening functional working relationships with national and local key DRR agencies.
•Development of ARC Haiti Delegation’s internal Disaster Response and Contingency Plans and deployment procedures of Emergency Response Team (ERT).
•Promotion of good practices, knowledge management and institutional learning around Urban DRR approaches, tools and methodologies.
•Serve as liaison between the International Federation of the Red Cross and Red Crescent and the International Committee of the Red Cross, other Movement partners, and non-Movement partners.
•Bachelors degree or relevant experience in related fields of disaster management or pro-gram/project development. Masters degree in a related field preferred.
•Minimum of seven years related experience in emergency humanitarian response operations and working on disaster planning and preparedness programs. Minimum one year management experience required. Demonstrated successful management of several projects simultaneously.
•Experience in community preparedness as well as organizational preparedness “readiness to respond” programs and familiarity with the Red Cross Movement preferred.
•At least two years of experience working in a developing country required.
•Proven record of effective teamwork, demonstrated experience in providing technical
assistance to field staff, including designing, implementation and monitoring of DRR training activities.
•Red Cross experience highly desirable.
•Demonstrated experience in successful international project design and project management.
•Excellent written and verbal communication skills and strong interpersonal skills.
•Ability to prioritize, meet deadlines, and achieve results through collaboration.
•Must be flexible and adaptive to change and computer proficient, especially in MS Office.
•Fluent/advanced English and advanced oral either French or Haitian Creole required.
