Job description

Background

The earthquake that struck Haiti on 12 January with a magnitude of 7.3 had a catastrophic effect on the country, its residents and resources. The epicentre was located 25 km South West of Port au Prince, which was therefore one of the most affected areas, with its 2 million residents, many of whom already lived in extremely vulnerable conditions. Other severely affected areas are Sud-Est, Sud Ouest, Nippes and Ouest. The demands for shelter, sanitation and hygiene, childcare, food and healthcare remain the most pressing. Needs on the mid to long term are also becoming clear, especially when looking at basic health, livelihoods, agriculture, sources of income, but also shelter and water and sanitation.

Maximizing Movement opportunities to assist the most vulnerable is of particular concern and is in line with the spontaneous and massive mobilization of the general public generated by Red Cross/Red Crescent organizations worldwide from within their own constituencies. In the Netherlands, a public fundraising event was organized on Television and Radio, which raised at least 112 million Euros. This amount has been given to a number of Dutch humanitarian organisations actively involved in Haiti earthquake responses and operating under a consortium called SHO from which the NLRC is member.

Duties and responsibilities

General description:

The DRR and Livelihoods Delegate is responsible for setting up and implementing a DRR and Livelihoods programme and support the host National Society's DRR and Livelihood activities in the recovery context. The Delegate will contribute to the objective of the programme: To increase the resilience of the most vulnerable households living in disaster prone areas in Bainet as a strategy to improve their capacity of risk reduction management and reinforcing their income generating sources.

Duties:

• Work towards the achievement of overall goals of the operation in the country, through effective managerial and lateral relations and teamwork.
• Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.
• Perform other work related duties and responsibilities as may be assigned by the supervisor.

Overall tasks and responsibilities:

Be responsible for the management of all aspects related to the implementation of the DRR/Livelihoods programme in Haiti. This includes but is not limited to the following activities:

• Ensure appropriate coordination and effective liaison with movement and external partners, implementing partners and donor agencies;
• Establish links and work towards co-ordination and co-operation between other relevant NS, or federation initiated programs for effective use of resources;
• Strengthen the Haitian Red Cross Society's (HRCS) Disaster Management unit by providing guidance on operational structure and member's roles and responsibilities;
• Support the HRCS to develop DRR/Livelihood strategies and work plans (3-5 yr) with associated HR and budget needs.
• Support the HRCS to develop strategies to assure the linking and involvement of private sector, universities, local authorities as well as community based organizations to DRR/Livelihood programs programs.
• Participate in the ongoing monitoring and evaluation of the project in order to achieve all the project activities within the allotted timeframe;
• Ensure that all expected results of the project are accomplished in a timely manner according to established timeline.

Support tasks:

• Suggest improvements, innovations or efficiencies that could be implemented.
• Be familiar with the NLRC programs and objectives in the country.
• Adherence to the Principles of the Red Cross & Red Crescent Movement, code of conduct as well as ICT and anti-harassment policies.

Required skills and experience

Education:


• Masters degree experience in disaster risk reduction and livelihoods experience in community based project management
• Documented skills in computer applications: Word Processing, spreadsheets, etc.

Skills and knowledge:

• Excellent practical knowledge of computers (Windows, spreadsheets, word processing, e-mail, Internet)
• Experience in training others
• Experience in working in an International Organization
• Experience in budget planning and management
• Experience in problem resolution
• Experience in systems analysis and development
• Experience within the Red Cross movement, working in bilateral programs
• Experience in Red Cross branch development
• Experience in working in a multicultural environment
• Preferred experience in managing or supporting big grants (such as SHO/MOFA)
• Preferred experience in working with Caribbean indigenous population.

Language:

French and English required, Dutch preferred

Character qualities:
