About the country office

CARE International in Vietnam is a Non-Government Organization representing the CARE International network since 1989. CARE Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

Through the Integrated Community-based Adaptation in the Mekong (ICAM) Project, CARE and our partners in the Mekong Delta will seek to increase the resilience of communities to the impacts of climate change. The project consolidates our substantial experience in community-based adaptation (CBA), sustainable livelihoods, Disaster Risk Reduction (DRR), capacity development and policy dialogue. It builds on existing relationships with communities and local authorities to scale-up integrated, gender-sensitive and environmentally sustainable CBA. Particular emphasis will be placed on supporting the most vulnerable people to adapt, including women, the land poor and landless families.

About the role


The primary role of Community Based Adaptation Technical Advisor (CBA TA) is to provide technical advice specific to community based adaptation (CBA) and related sectors in the ICAM project. The position will directly support the ICAM Project Manager with advice related to all aspects of project implementation. It also supports finalising the project design, as well as key processes and milestones related to project cycle management. The role supports learning from and sharing the experience of effective models for adaptation to inform CARE’s programming, as well as other national and international initiatives and for scale up and advocacy purposes. The position reports to the ACD-P, with a direct support link to the ICAM Project Manager and strong technical and operational links to the DRR/CC Program Manager and South Coordinator. The position is based in Ho Chi Minh City with frequent travel to the project locations and elsewhere in Vietnam.

Key responsibilities

Strategic support in project implementation

• Technical advice and support to the Project Manager in finalization of the project design.
• Support the Project Manager in project start-up activities including recruitment and partnership identification.
• Technical advice and support in the development and implementation of a staged work plan in-line with established funding.
• Technical advice and support to strategy direction and development for the project, provide ongoing strategic support to project, and provide on-the-spot support and advice at the request of the project manager.
• Assist staff in the preparation of base-line studies and detailed needs assessments with which to target the most vulnerable communities and groups.
• Support the establishment of project management processes and implementation in line with CARE International in Vietnam compliance and quality standards.
• Technical advice on the development and implementation of a framework for monitoring, evaluation, learning and impact.
• Support development of stakeholder relationships and establishment of sharing and learning mechanisms.
• Assist staff in the development of climate-resilient livelihood activities in communities in line with the project design.

Lead capacity building, sharing and learning, networking and advocacy in Mekong Delta


• Coordinate and ensure good sharing and learning with AusAID partners and other related stakeholders on climate change initiatives and knowledge in forums, meetings at different levels, particularly in the Mekong Delta.
• Maintain data holdings of climatic information and projections relevant to the project location
• Support the development of capacity and technical expertise among staff and partners in relation to climate change programming.
• Lead the documentation of relevant climate change adaptation models in the Mekong Delta, including research, guidelines and tools that will support best practice and future scale up.
• Represent CARE at relevant climate change forums, meetings, workshops and events in the Mekong Delta and other locations when requested.
• Actively contribute to the development of the CARE Vietnam climate change program strategies.
• Work with the DRR & CC Manager and the South Coordinator to identify priority issues and opportunities for CARE to participate in national policy and program formulation and to advocate for pro-poor and environmentally sound responses to climate change.
• Identify and communicate within CARE Vietnam new climate change issues and opportunities in the Mekong Delta as they arise and ensure up to date information is available.
• Support to promote climate change networking in the Mekong Delta and lead CARE’s interaction with climate change stakeholders in the Mekong region through networking and contribute to joint policy work with NGO Climate Change Working Group, government line ministries and donors.

• Technical support to other CARE climate change initiatives.

Selection criteria

• University and/or advanced degree in a relevant field and technical knowledge in climate change adaptation as relates to water resources management, food security, community development, gender, etc, and at least 4 years program management experience in international development, preferably within an international NGO.
• Excellent written and verbal communication skills in English.
• Demonstrated ability to manage staff and experience in capacity building and skills-transfer to local organizations.
• Demonstrated high level organisational skills and the ability to manage multiple tasks, competing priorities and complete assignments within timeframes and budgets
• Demonstrated understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values, including diversity and cultural sensitivity.
• Representational skills including experience developing networks and relationships with government, civil society and other stakeholders.
• Experience working on climate change projects, particularly at the community level would be an advantage.
• Previous experience in Vietnam, especially the Mekong Delta Region, and Vietnamese language skills are desirable.
