Job description

Summary

The Global Technical Advisor - Emergency Preparedness and DRR will be responsible for the implementation of ChildFund’s Policy and Procedure and support the development of high quality preparedness and response plans. He/she will facilitate the integration of DRR strategies into planning processes and collaborate with alliance members through the ChildFund Alliance Humanitarian Assistance Communication Unit (HACU). Coordinate responses to declared emergencies by providing backstopping and ensuring international standards are adhered to.

Duties/responsibilities

• Oversee National Offices implementation of the Emergency Response Policy and Procedure
• Responsible for ensuring that ChildFund International Emergency Response and DRR activities are in accordance with International standards, principles, conventions, guidelines and frameworks such as Sphere, Hyogo Framework (HFA) Climate Change Adaptation (CCA) measures, Convention on the Rights of the Child (CRC) etc.
• Facilitate integration of Disaster Risk Reduction strategies into Country and Area Strategic Plans
• Responsible for strengthening the National office capacity for the Emergency Response and Disaster Risk Reduction
• Coordinate the development of high quality preparedness plans and Disaster Risk Reduction and Mitigation (DRR) plans
• Collaborate and coordinate with other units within ChildFund International (e.g. Program Development, Sponsorship, GAM, Marketing, People & Culture, Fundraising and communications) to support quality emergency response and DRR programming
• Collaborate and coordinate with ChildFund Alliance members to support the Alliance strategy through sharing and learning
• Support and utilize ChildFund Alliance Humanitarian Assistance Communication Unit (HACU), or its successor, as the major vehicle for rapid and regular communication and information sharing amongst Alliance members during disasters
• Establish a data base of ChildFund International Emergency Response activities and provide regular and timely updates on on-going interventions

Qualifications/experiences

Required

• 5 to 7 years of experience working overseas (Africa, Asia and The Americas) with an international or local NGO, in a related role
• Strong Interpersonal and networking skills, including the ability to build relationships internally and externally; Cross-cultural sensitivity and experience
• Demonstrated experience in facilitation of workshops and training programs
• Familiarity with International standards, principles, conventions, guidelines and frameworks such as Sphere, Hyogo Framework (HFA) Climate Change Adaptation (CCA) measures, Convention on the Rights of the Child (CRC) etc.
• Ability to work under pressure with high emotional stamina within teams and demanding leadership situations
• Excellent written and verbal communication skills, including well developed report writing skills
• Demonstrated long-term field experience in the areas of DRR, Emergency Preparedness and Response and Child protection
• International and US travel (with short notice)

Preferred

• Familiarity with child-focused programming
• Demonstrated professional proficiency in English and either French or Spanish
• Strong computer skills, with familiarity in using Microsoft Office suite applications (particularly Word, PowerPoint and Excel)
• A self-starter with excellent presentation skills, ability to multi-task in a dynamic and supportive team environment
• Organized, detail-oriented and results-oriented individual

Education

• Applicants should have master’s degree in International development, or Program Management or Bachelor’s degree in a relevant discipline closely related and with equivalent relevant work experience.
