Job description

This position is contingent upon funding.

Description:

Pact seeks a Deputy Chief of Party (DCOP) for a five-year USAID-funded climate change adaptation and mitigation program in Vietnam to accelerate Vietnam’s transition to climate resilient, low emissions development. Objectives will focus on supporting adoption of land use practices that slow, stop and reverse emissions from deforestation and degradation of forests and other landscapes and increasing resilience of people, places and livelihoods in delta areas through assistance for adaption and disaster risk management. The DCOP is responsible for helping the Chief of Party (COP) to meet the project’s technical objectives, manage financial resources, manage program staff, manage partnering agreements, maintain good working relationships with host government officials and local partners, manage donor reporting and ensure a high-quality delivery of services. The DCOP will report to the COP and may assist with overseeing a team of operations staff and technical area managers. Key responsibilities for the DCOP position include the following:

Specific Duties and Responsibilities:

• Under the guidance of the COP, ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
• Participate in the technical and programmatic design of award and partner programs; represent Pact in negotiating with donors and partners.
• Help manage project planning, including the production of annual workplans; help guide and oversee the alignment of the budget to expected results, and review and approve annual budgets and quarterly reports
• Ensure the cost-effective use of Pact resources.
• Ensure compliance with HQ and donor requirements, policies and regulations.
• Under the guidance of the COP, act as liaison to relevant donors and the local government.
• As relevant, manage all local grant making mechanisms, ensuring compliance with donor regulations and Pact policy; coordinate and/or conduct monitoring visits to grantee programs.
• Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations.
• Under the guidance of the COP, help recruit and directly supervise local project staff in line with Pact HR policies; Oversee the management and development of project office human resources to ensure a diverse, skilled and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced. Provide high-quality technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality.
• Remain up to date on good practices and developments in climate change programming, in order to ensure program quality and impact.
• Assist with formulating and guiding program implementation based on program targets.
• Assist with overseeing team managers for the implementing partners, and technical, finance, grants, and M&E issues related to the project.
• Develop staff and partner capacity and technical knowledge.
• Assist with development of annual workplans and other planning documents, including development of corresponding activity budgets.
• Track progress of activities against workplan and spending against project budgets.
• Help coordinate donor and organizational reporting per requirements and as requested; and ensure quality of project data and all narrative reports.
• Oversee project reviews and evaluations and ensure timely utilization and dissemination learning for continual improvement of project activities and overall strategy.
• Represent Pact and the project in relevant meetings with stakeholders, including partners, donors and government, and in external forums and working groups related to climate change.
• Participate in organizational Communities of Practice related to the project focus.

Qualifications:

• Required minimum of 10 years of professional experience in leading and managing international development programs or projects. A minimum of 5 years of experience should be in managing programs in forestry and/or adaptation.
• Required Masters level degree in international development, forestry, agriculture, fisheries, economics, or a field of study related to the program scope of work. Preference for a PhD level degree.
• Required extensive senior level professional program management experience in the areas of policy reform, government engagement, and technical analyses.
• Required proven high level of expertise in one of the technical areas of the program.
• Required fluency in English and strong communication skills.
• Strong preference for work experience in Southeast Asia and/or Vietnam.
• Preference for experience managing large programs with multiple partners.
• Preference for practical knowledge of USAID rules and regulations.
• Demonstrated experience supervising, managing and developing staff.
