CLOSED: Regional humanitarian and logistics manager

Job description

Role of purpose

• As a member of the MEE regional team, you will take shared responsibility for the transformation of the region to a new operating model whilst delivering Save the Children’s strategy within the region.

• You will ensure and enable that Country Offices in the region
- meet operating standards for preparedness;
- grow their humanitarian programme portfolio and programming capacity;
- respond effectively and efficiently to humanitarian crises;
- access surge capacity, humanitarian management and DRR expertise from Members.

• You will support and enable the MEE Regional Office to
- meet back office requirements for all humanitarian crises;
- maintain appropriate regional emergency preparedness;
- engage with regional humanitarian partners.

• You will be responsible for Logistics for the region and also to provide technical support and capacity building to Country Office Logistical staff on all aspects of logistics and operational programme delivery.

Scope of role

Reports to: Director for Programmes and Humanitarian Assistance Regional Dimensions: Save the Children works in 11 countries in the Middle East/Eurasia Region with a current staff complement of approximately 360 staff and current expenditure of approximately $40 million each year Staff directly reporting to this post: None for the time being

Key areas of responsibility

• Being the trusted partner of the Regional Programme Director and the regional team on all humanitarian matters
• Working closely with the SCI Humanitarian Director and the global team, contributing to the development and deployment of emergency preparedness and response strategies, policies and tools
• Maintaining a close and positive engagement with Member humanitarian departments and staff for both DRR, preparedness and response
• Taking a shared responsibility for ensuring that dual mandate requirements are mainstreamed across the MEE region including in all systems, structures, policies and procedures.
• Responsible for providing Logistical support to the Regional Office aswell as supporting the development and capacity building of logistical staff in the region.

Emergency preparedness and DRR, including


• Providing advice and support to COs (remote and in-person) on emergency preparedness, including delivery of trainings and simulations, enabling COs to meet emergency preparedness MOS
• Developing contingency plans with COs in the face of rapid onset and slow onset crisis
• Leading the emergency preparedness planning process for the MEE region, including for the RO itself, including producing reports showing overall regional capacity and gaps, and working with Members to resource preparedness improvements and capacity building
• Providing support to COs to grow, streamline and integrate disaster risk reduction programmes into country office programme portfolio
• Coordinating with Members the pursuit, development and implementation of humanitarian programmes including disaster risk reduction across the MEE region

Early warning and humanitarian crisis information, including

• Managing the SC early warning system in the region, monitoring triggers and trends and enabling appropriate decision-making and response at CO and RO level
• Producing a range of information products about humanitarian programmes in the MEE region for newsletters, country profiles and fundraising efforts
• Giving support to COs in writing situation reports and other standard emergency deliverables, compiling similar reports for multi-country humanitarian crisis

Humanitarian response oversight and support, including


• Supporting and ensuring that CO teams perform appropriately and effectively in and around humanitarian crises (especially non-declared events) per established benchmarks and Rules and Principles, including provide ‘surge’ support in breaking emergencies
• Playing a lead desking role in the RO itself in large emergencies in order to coordinate support from the Istanbul office, in line with the RO preparedness plan and per the Rules and Principles
• Maintaining a regional humanitarian technical assistance brokerage function for proactive humanitarian work and non-declared emergencies, to enable the provision of effective and coordinated emergency TA to COs
• Leading or facilitating humanitarian profiling missions, project monitoring visits, operational reviews and lessons learnt exercises, in conjunction with SCI colleagues and Members
• Representing Save the Children in regional humanitarian including inter-agency coordination mechanisms under UN, and at the interface with regional donors in coordination with Members

Logistics

• Support the team of Logistics Staff in Country Offices to ensure high performance in their respective roles, ensure efficient delivery and scale of programming
• Carrying out compliance and capacity assessments in their allocated Countries
• Providing advice and develop action plans with the programmes to implement the policies
• Train staff in the policies and guidelines.
• Monitor programmes progress through reviewing monthly reports and providing on line advise
• If an Emergency develops with in their area of operation to provide direct assistant to the Country Office, as needed, to ensure a rapid and effective response
• Support the development the Logistics component of the Country Offices emergency preparedness plan, ensure that supply chain strategy is in place, that pre-positioned emergency stocks are in place and managed effectively

Qualifications, experience and skills

• Emergency management track record including humanitarian field operations experience in both complex and rapid onset emergencies
• Knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
• Experience of emergency preparedness and disaster risk reduction frameworks and approaches
• Extensive overseas experience working in Logistics for International Humanitarian organisations.
• Experience in overall Co-ordination of Logistics in Emergency settings.
• Skilled in supply chain and warehouse management, with direct experience of designing and implementing logistics systems and procedures for international organisations during emergencies
• Technical and practical knowledge in set-up and management of satellite and Radio communications networks, Vehicle fleet management and managing power supply.
• Good knowledge of one or several of Save the Children’s core emergency sectors (health, nutrition, food security and livelihoods, child protection, education, shelter, water/sanitation/hygiene)
• Project management and advisory skills
• Training, facilitation, and team building skills

• Desire to build a professional career in humanitarian work with Save the Children
• Able and willing to undertake new functions and responsibilities and dramatically change work practices and hours, including working with incoming teams, in the event of a humanitarian crisis

Desirable

• A qualification in disaster management or related area
• Experience of working in a range of countries in the MEE region
• Arabic language skills
