Duties and Accountabilities
1. Lead the development and implementation of the Climate Change Mitigation investment portfolio at the GEF including development of GEF programs, polices and priorities for climate, energy, transport, and land-use and land-use change and forestry (LULUCF) operations.
2. Manage reviews and evaluations of climate change mitigation projects according to GEF business practices. Provide guidance and advice on potential climate change mitigation investments including development, execution and monitoring of the overall portfolio.
3. Prepare high quality major reports, deliver persuasive oral presentations, and effectively communicate with GEF cooperators and stakeholders.
4. Establish and maintain a productive dialogue and positive relationships with key stakeholders. Represent the GEF at a senior level in international policy, political, scientific, technical and operational forums.
5. Undertake other duties as assigned.
1. Advanced degree in engineering, science, economics, environmental studies, or other field related to energy systems and at least 8 years of relevant experience.
2. Deep knowledge and internationally recognized expertise in renewable energy, energy efficiency, transportation systems, LULUCF, technology transfer and other dimensions of climate change mitigation. Broad understanding of the practical, scientific, economic, social, and political dimensions of climate change policy, and broad state-of-the-art knowledge of sector issues as they relate to the these problems.
3. Extensive international experience in the field of climate change, technology transfer. energy systems, and LULUCF with at least 4 years of successful experience in complex project operations. Experience in developing countries and in dealing with a range of stakeholders, international organizations, development agencies, scientific and technical bodies, developing country counterparts, and NGOs would be an advantage.
4. Ability to think analytically, strategically, and programmatically is required. Demonstrated small group or team leadership skills is highly desirable.
5. A demonstrated track record in excellent in written and spoken English is essential. Knowledge of French, Spanish or other UN language would also be an advantage.
6. Ability to work collegially in a multi-cultural team environment in an openly communicative way. Ability to motivate staff, stakeholders and cooperators to achieve GEF goals is highly desirable.
7. An understanding of GEF business practices, policies and operations is essential. A distinguished track record of managing human, technical and financial resources is very important.
This is a 2-year coterminous Term appointment. Please note that an Open-Ended staff member, if selected, may retain his/her Open-Ended status so long as there is a re-entry guarantee from the releasing department. Otherwise, the appointment will be changed to coterminous upon transfer.
