The IOTWS Intergovernmental Coordination Group (ICG) was set up by the Assembly of UNESCO’s Intergovernmental Oceanographic Commission (IOC) in 2005. It is made up nations from the region, supported by a secretariat provided by the IOC.

The Implementation Plan for the Indian Ocean Tsunami Warning System (IOTWS) specifies detailed requirements of the design and implementation of the tsunami warning and mitigation system for the Indian Ocean.
