Center for Disaster Preparedness (CDP)

Organization Profile

Mission

CDP is a resource center in community based disaster risk management (CBDRM). With capability building as its core competency, CDP has contributed to the enabling of communities and service providers from the NGOs and government sector in various areas of CBDRM. Through training, interactive fora, consultancies, research and publication, networking and advocacy, CDP has contributed to the mainstreaming of CBDM, specifically the proactive measures of preparedness, mitigation and prevention, in the agenda and operations of local and international groups.

Disaster Reduction Goal

Safe, disaster resilient and developed communities, capable of protecting and helping themselves to prevent the occurrence of disaster.

Policies and Programmes in DRR

*Training and Course Development
The center conducts courses on Disaster Preparedness and Mitigation, Emergency Response, Risk Assessment (Hazard, Capacity and Vulnerability Assessment) Training Management , Project Development Monitoring and Evaluation in Disaster Situations, Emergency Health, Gender Considerations in Disasters, Evacuation Center Management, and Organizational Development of Disaster Response Organizations

*Networking and Advocacy
The center works with non-government and people's organizations, church groups, academe and government agencies. It advocates policies favorable to the interest of the disadvantaged groups and vulnerable communities.

*Research and Publication
The center looks into issues, practices and newly evolving concepts related to disasters and development through studies and researches. Findings are used to complement training services and advocacy.

*Interactive Learning
The center organizes fora, discussion groups, and exchanges to encourage and facilitate learning on disaster risk management.

*Consultancies on DM Related Subjects
The center provides consultancy services on the community-based development -oriented disaster risk management and capacity building of disaster response organizations.

Membership in Key Networks

CDP is affiliated to the Global Network of Civil Society Organizations for Disaster Reduction. It is also a member of the Asian Disaster Reduction and Response Network. At the national level, CDP is also one of the conveners of the Disaster Risk Reduction Network (DRR Net) Philippines. It is also the National Coordinator of the Training and Learning Circle Philippines.

Activities in Hyogo Framework 1
Making disaster risk reduction a policy priority, institutional strengthening

-National Coordinating Organization(NCO) to implement the Views from the Frontline 2011, an initiative which aims to monitor and evaluate the progress of the HFA implementation at the local level with focus on local governance

-Engaged in the advocacy work as part of the DRR Network Philippines which pushed for the passage of a new DRRM law Republic Act 10121

-Organized a National Community Conference on Disaster Risk Management

-Co-organized the 3rd South-South Citizenry Based Development Academy which established an avenue for communities to share their experiences and learn from one another, share analysis of risks and community problems, and exchange solutions and options

-CDP became part of the organizing group of the National Consultation on the Partnership and Resource Mobilization Strategy for the AADMER

Activities in Hyogo Framework 2
Risk assessment and early warning systems

-CDP assisted the development of early warning system in the following areas: Camiguin Province, Dagupan City, Pasig City (selected communities) and Village of Banaba in San Mateo

-Assisted in the setting-up (framework and training) of the Emergency Operation Center of Dagupan City under the Program for Hydro-meteorological Disaster Mitigation in Secondary Cities in Asia (PROMISE)

-Participatory 3D Mapping (Hazard Mapping) in the flood prone community of Banaba

Activities in Hyogo Framework 3
Education, information and public awareness

-CDP conducted trainings on integrating child participation in disaster risk reduction with various organizations namely Plan International, Save the Children, Child Fund Philippines, World Vision

-Developed child-oriented DRR manuals and modules for Plan Bangladesh, Save the Children and World Vision
-Carried out child-centered/ led research work with the Institute of Development Studies, Plan International and Save the Children Sweden

-Facilitation of study visit for various international organizations (i.e. Mercy Corps China, Action Aid Bangladesh, CARE Bangladesh) to learn good practices in DRR

-Conducted research on the Recovery Status of communities affected by the Southern Leyte Landslide
Global Launch of the One Million Safe Schools and Hospitals Campaign

-CDP was one of the organizers of the Global Launch of the One Million Safe Schools and Hospitals Campaign

-Training on Mainstreaming DRR in the Education Sector for Maldivian Teachers

Activities in Hyogo Framework 4
Reducing underlying risk factors

-Livelihood activities for the people residing in the urban flood prone village of Banaba were further strengthened under the the Banaba Disaster Risk Reduction Project

Activities in Hyogo Framework 5
Preparedness for effective response

-CDP currently implements the Banaba Disaster Risk Reduction Project which aims to strengthen the capacity of the people living in the flood prone village of Banaba as well as the Local Government Unit of San Mateo

Other activities

-CDP engaged in emergency response work in the Northern Region of the Philippines to assist the affected communities of Typhoon Parma. This undertaking was realized through the assistance of Oxfam Hongkong and Hongkong Government.
