ISDR System

A partnership composed of governments, UN, international and non-governmental organizations, international financial institutions, academic and research institutes, networks and civil society - all of which have essential roles to play in disaster risk reduction.

As agreed in the Hyogo Framework for Action, the ISDR system will work with national, regional and international partners in carrying out support functions to provide coordination and assistance in the promotion of the implementation of the Hyogo Framework. Governments, UN agencies and regional organizations have already embarked on redefining national plans and strategies and in setting up promotional campaigns and institutional plans for further action.

A system of partnerships composed of governments, intergovernmental and non-governmental organizations, international financial institutions, thematic entities (thematic platforms, specialized partnerships, networks), scientific and technical bodies and networks as well as civil society and the private sector, all of which have essential roles to play in disaster risk reduction.

The Global Platform is the main consultative forum on disaster risk reduction at the global level. It brings together a wide range of actors in the various sectors of development and humanitarian work, and in the environmental and scientific fields related to disaster risk reduction. It aims at expanding the political space dedicated by governments to disaster risk reduction, in all sectors, and contribute to the achievement of the Millennium Development Goals particularly in respect of poverty reduction and environmental sustainability. The Platform, as a global forum, will advocate for effective and timely action by nations, communities and all stakeholders and partners to mitigate risk, manage vulnerabilities and reduce disaster.

The UN General Assembly, through resolutions 54/219 and 56/195, established an Inter-Agency Secretariat and an Inter-Agency Task Force for the implementation of the International Strategy for Disaster Reduction (ISDR).

The International Strategy for Disaster Reduction (ISDR), launched in 2000, is a global strategy to engage a wide range of actors to join forces to reduce risk to disasters and to build "a culture of prevention" in society as part of sustainable development. The ISDR is not an "institution", per se, but rather a system of partnerships.

The main forum for continued and concerted emphasis on disaster reduction, providing strategic guidance and coherence for implementing the Hyogo Framework, and for sharing experiences and expertise among all its stakeholders
