National HFA Monitor 2013-2015

Description

‘National HFA Monitor’ is an online tool to capture the information on progress in HFA, generated through the multi-stakeholder review process. The primary purpose of the tool is to assist countries to monitor and review their progress and challenges in the implementation of disaster risk reduction and recovery actions undertaken at the national level, in accordance with the Hyogo Framework's priorities.

National reporting for 2014-2015 begins online, 17 February 2014. In the interim, please use offline template below.

The tool has been designed and coordinated by the UN Office for Disaster Risk Reduction (UNISDR) and is hosted on PreventionWeb. Inputs to the online tool will lead to the generation of comprehensive National Progress Reviews for the period 2013-2015. These reviews give countries easy access to their disaster risk information and allow the monitoring of trends in progress over the years. This is facilitated by an analytical tool which enables:

  1. governments to initiate specific searches and analyses of historical reporting that it has generated since 2008; and
  2. customized search and analysis of all public domain reports by disaster risk reduction stakeholders.

Stakeholder Accessibility

The online National HFA Monitor tool has been accessible by designated national authority/ HFA focal points since May 2008. The designated focal points are assigned a new user id and password from the UNISDR secretariat to initiate the progress review process for 2011-2013. National focal points are encouraged to involve multiple stakeholders in the progress review process.

The sample template replicates, to the extent possible, the online National HFA Monitor tool. Please download it and familiarize yourself with the requirements in advance of accessing the National HFA Monitor online tool.

National focal points are encouraged to use this as a working format to undertake national multi-stakeholder consultation processes to review progress and challenges in the implementation of risk reduction and recovery actions. The template will help the national coordinating authority to discuss and record inputs from various partners in a systematic manner.

Recommended steps for the review process

The recommended steps for carrying out the National HFA progress review through a multi-stakeholder engagement process is illustrated below. The first phase (1 January 2014 – 30 June 2014) focuses on preparing the 'Interim' report for analysis and inclusion in regional synthesis reports, the Global Assessment Report 2015 and the Implementation of the HFA: Summary of Reports 2005-2015. The second phase (1 July 2014 – 13 March 2015) aims to update the report, to be shared at the 3rd World Conference on Disaster Risk Reduction to be held in Sendai, Japan in 2015 where the post-2015 framework for disaster risk reduction will be adopted.

Phase I (1 January 2014 – 30 June 2014)
Step 1: Identifying relevant stakeholders
Step 2: Setting up working groups in different priority areas
Step 3: Convening multi stakeholder meetings/ workshops
Step 4: Assembling all inputs from the working groups
Step 5: Inputting all validated information in the National HFA monitor system
Step 6: Reviewing the 'Interim Report’ with the working groups
Step 7: Sharing the information as an 'Interim Report' through the National HFA Monitor

Phase II (1 July 2014 – 13 March 2015)
Step 8: Continuing the update of information in the report
Step 9: Finalizing the report with the stakeholder group
Step 10: Sharing the 2013-2015 'Final Report' through the National HFA Monitor

Timeframe

The Fourth HFA Review Cycle was launched on 1 January 2014 for countries to start the self-assessment of their progress in implementation of the HFA for the cycle 2013-2015. The HFA Monitor closes on 13 March 2015, just prior to the World Conference on Disaster Risk Reduction. This is the deadline for submission of final reports.
