Description
The Hyogo Framework for Action (HFA) Monitoring and Progress Review process will facilitate monitoring, evaluating and reporting on the implementation of disaster risk reduction measures at the national, regional and global levels.
Objective
Capture key trends and areas of progress and challenges at all levels with regard to achieving the strategic goals of the HFA.
Benefits
Developing benchmarks and indicators that monitor, evaluate and report on progress in implementation of disaster risk reduction measures have evident benefits at the local, national, regional and global level:

Identification of existing problems/ gaps and increasing their importance on the political agenda

Promoting solutions through new or strengthened policies, programmes, plans, capacities and resources

Developing systematic, comprehensive data and information management systems with regard to disaster reduction

Establishing generic standards for implementing disaster risk reduction actions at all levels
Stakeholders
States are mainly responsible for reporting at country level while regional intergovernmental organizations and institutions, international organizations and the ISDR system partners are responsible for reporting at regional and global levels.
To coordinate at the global level, the ISDR secretariat will facilitate a biennial cycle of monitoring and reporting of progress (for the current period 2007-09) on implementation of disaster risk reduction priorities, with support from relevant partners at all levels.
Timeframe
HFA Monitor will launch the 9th May 2008 via PreventionWeb, thereby making it convenient for countries to access country pages and manage self assessments on their progress with implementation of disaster risk reduction actions.
