HFA Monitor 2009-2011

Description

‘HFA Monitor’ is an online tool to capture the information on progress in HFA, generated through the multi stakeholder review process. The primary purpose of the tool is to assist the countries to monitor and review their progress and challenges in the implementation of disaster risk reduction and recovery actions undertaken at the national level, in accordance with the Hyogo Framework's priorities.

The tool has been designed and coordinated by the UNISDR Secretariat and is hosted on PreventionWeb. Inputs to the online tool will lead to the generation of comprehensive National Progress Reviews for the period 2009- 2011, and will give countries easy access to its disaster risk information and monitoring trends in progress over the years.

Stakeholder accessibility

The online HFA Monitor tool has been accessible by designated national authority/ HFA focal points since May 2008. The designated focal points are assigned a new set of user id and password from the UNISDR secretariat to initiate the progress review process for 2009- 2011. National focal points are encouraged to involve multiple stakeholders in the progress review process.

The sample template replicates, to the extent possible, the online HFA Monitor tool. Please download it and familiarize yourself with the requirements in advance of accessing the HFA Monitor online tool in May 2008.

The national focal points are encouraged to use this as a working format to undertake national multi stakeholder consultation processes to review progress and challenges in implementation of risk reduction and recovery actions. The template will help the national coordinating authority to discuss and record inputs from various partners in a systematic manner.

The HFA Monitor templates will be available to download from PreventionWeb in 5 languages - English, Spanish, French, Arabic and Russian.

Recommended steps for the review process

The recommended steps for carrying out the HFA progress review process through a multi stakeholder engagement process is illustrated below. The first phase is focused on preparing the 'Interim' report that will be included in all synthesis and analysis for the regional reports and the Global Assessment Report 2011. The second phase activities aim towards updating the report and sharing it at the Global Platform for Disaster Risk Reduction 2011 to be held in Geneva.

Phase I
Step 1: Identification of relevant stake holders
Step 2: Setting up working groups in different priority areas
Step 3: Convening multi stakeholder meetings/ workshops
Step 4: Assembling all inputs from the working groups
Step 5: Inputting all validated information in the HFA monitor system
Step 6: Reviewing the 'Interim' report with the working groups
Step 7: Sharing the information as an 'Interim Report'

[Please note that the cut-off date for sharing the 'Interim Report' is 30 September 2010. All reports received by this date will be included in Regional reports and the Global Assessment Report 2011]

Phase II
Step 8: Continuing the update of information in the report
Step 9: Finalizing the report with the stakeholder group
Step 10: Sharing the 2009- 2011 'Final Report' through the HFA monitor
