The drought and famine relationship: Lessons from the Horn of Africa

Many theorists question the correlation between drought and famine, arguing that the climate creates food shortages rather than famine. Preventing a food crisis requires a holistic approach, such as proper dissemination of drought forecast information. Forecast-based financing is one tool that can be applied to prevent food crises during droughts.
