    Concept note

A whole-community approach requires full participation of persons with disabilities, women, children, older people and their representative organizations in preparedness activities and programs at all levels. This also ensures a rights-based approach that meets the equal access and functional needs of all individuals.Risk management, like other policy concerns, relies on having appropriate information and knowledge to make informed decisions and take effective action.
