Implementation guide on multi-stakeholder approach, inclusion and empowerment of stakeholders

This guide will elaborate experiences and good practices for engaging the at-risk population in policy development and implementation. Particular focus will be given to the areas of risk assessment, collection and use of disaggregated data, identification of capacity and division of roles and responsibilities, as well as improving the accessibility perspective in disaster risk governance.

  • A whole-community approach requires full participation of persons with disabilities, women, children, older people and their representative organizations in preparedness activities and programs at all levels. This also ensures a rights-based approach that meets the equal access and functional needs of all individuals.Risk management, like other policy concerns, relies on having appropriate information and knowledge to make informed decisions and take effective action.
